The Munk School’s prestigious Master of Public Policy (MPP) brings together an impressive array of students and faculty for a two-year, full time program that bridges Canadian and global policy. In addition to a paid summer internship and a wide range of career support services, students develop core competencies considered essential for policy practice and take electives from both within the Munk School and in the broader University. Visiting public sector leaders along with a renowned multidisciplinary faculty bridge theory and real world experience, providing contact with senior professionals in government and the broader public, private, and community sectors. Students may also apply to the combined JD/MPP degree program as well as pursue collaborative specializations with other graduate departments.

Program Requirements

Coursework. Students must complete 8.0 full-course equivalents (FCEs) as follows:

6.5 required core FCEs (see list of required core courses below).

Students who do not pass PPG 1002H must retake the Math-Stats Prep course diagnostic with a grade of at least 60%.

1.5 FCEs from the list of electives offered by University-wide graduate units, one of which must be a PPG course

Internship:

PPG 2006Y MPP Internship; a mandatory internship taken in the Summer between Year 1 and Year 2 or during Year 2. The internship research report is graded on a credit/no-credit basis.

Applicants must have an appropriate bachelor's degree, or its equivalent, with a final year average of at least mid-B from a recognized university. Other English Language Requirements: TOEFL Paper-based Test Overall Score: 580, TWE: 4; Michigan English Language Assessment Battery (MELAB) score of 85, with no part score below 80; Cambridge English Proficiency/Certificate of Proficiency in English (CPE): 76 (with at least 22 in each component and 32 in the writing component).

A four-year bachelor's degree (or equivalent as recognized by the University of Toronto).

A minimum cumulative grade point average (CGPA) of a B and a minimum GPA of a B+ standing in the final year of undergraduate studies (3.3 out of a possible 4.0 grading scale). Admissions selection to the MPP program is competitive and meeting this minimum requirement does not guarantee admission. Final-year grades are based on the last 5.0 full-course equivalents (FCEs) or 10.0 half-course equivalents.

International English Language Testing System (IELTS): The minimum requirement is an overall band of 6.5, with no band below 6.0.

Test of English as a Foreign Language (TOEFL): The minimum scores required for the different TOEFL tests are:

Internet-based Test:

Minimum Requirement: total score of 100 + 22 on Writing

Discretionary Range: total score 89-99 +19 - 21 on Writing

Cambridge Assessment English C1: Advanced or C2: Proficiency: A minimum overall score of 180, with at least 170 in each component.

Canadian Academic English Language Assessment (CAEL): The minimum score required to meet our English facility requirement is an overall score of 70 and no part below 60.

Canadian Test of English for Scholars and Trainees (CanTEST): The minimum requirement is a total score of 4.5, and no part below 4.
